What is the process for appointment under compensation ground

my father died 7 year ego ,he was then a central govt employee. i have apply for 'appointment under compensation ground'.but till now they didn't appointed me.Me & my mother having a hardship life due to financial crisis.So what are the illegal procedure that i do against the central govt.
MY OPINION THAT you have legitimate right to have appointment under compensation ground, if you have sufficient educational qualification & have right to the have employment as you are the father's legitimate son, you should have legal steps at competent forum.

Employment on compassionate ground under Government of India is not automatic.Upon fulfillment of prescribed formalities job is offered to the eligible dependant.Please let me know as to whether such formalities have duly been observed.If yes , contact the concerned /competent authority to ascertain the reason behind such enormous delay.You may contact me through Lawrato thereafter.
