Is appointment on fixed pay a temporary employment or not

I am working on fixed pay. My post is not sanctioned in the department. Please reply whether I am temporary employee or not? Appoint letter mentions only fixed pay. No term is specified in appointment letter.
How do you know that the post on which you are appointed is not a sanctioned post in the department? what is the exact language used in the appointment letter given to you at the time of appointment? Since when have you been working on the said post?

U have not mentioned u are working in which sector-is it pvt or public. If u have got any appointment letter ,then in this certainly it should be mebtioned that u are working on ad hoc /or pure temporary basis.i guess it should be adhoc basis.
