How to get re-reinstatement if already dismissed from the job earlier

I was a cadre secretary of cooperative sicieties till 1999,i had dismissed in 2000,but i want re-reinstatement from service,so kindly give a solution ?
have you represented why you have been dismissed in 2000. 17 years gone have you gone for legal remedies. was you were served show cause notice. whether you were implicated in any criminal case. what was your mistake you made during your occupancy as secretary. what the union was doing when you were dismissed.
