Exemption from Employees' Provident Fund Act, 1951 for NGOs

Ours is an NGO working for human rights and providing legal aid and intervention to people. I want to know if NGOs are exempted from providing for an EPF? given the nature of our work and the fact that we are a team of more than 20 people working here. A notice was slapped by the Regional Commissioner for the same 2 days ago.
There are conflicting orders.
But. primarily it can be avoided.
