Not all criminal matters are considered when it comes to assessing the character of an individual for a government post. There are specific laws and judgments which states that petty crimes shall not be considered for the determination of an individual character while declaring him to be eligible or non eligible for the said job.
The matter which you are discussing is a petty crime. However you are being recommended to not to indulge in these sorts of activities in future.

There is no impediment in you appearing for UPSC. You have Only been made to sign a compromise letter which in no way implies that you have ever been charged or convicted of any crime. Since no case was ever registered you are clear.
