Company not providing the promised income.What action should I take?

I am Post Graduate Electrical Engineer Topped in The State University. I have good academic record. I was not found any Job because i have no terms and relation in the Electrical Engineering Field. Suddenly, after Completing my Post Graduation I got a interview call for the Job. I went for the interview and Cleared Interview but HR of the company Told me that you have to signed a indemnity bond for that of 3 Years and 90000. They are offering me 15000 Rs per month and Told me after 12 Month Your salary should be revised. So based on their surety i signed the indemnity bond for 3 Years. but as i joined they are giving me 12403 rs per month and Torture mentally. Shifted me to several departments as their need. One Year passed as i asked with HR for salary increment she told me that no your salary should be revised after 15 month as per company rules.
