Company not giving me salary for november month what action can I take

I am working in the telecommunications sector as a RF engineer i was working for ZTE BSNL project in patna on the payrole of The third party vendor IWS India Ltd. for the month of October 15 and November 15 i got the salary for the month of October and till now they haven't clemared my November month salary as i was released after the month of November till now I haven't got the salary and are not responding to my mails and calls please tell me what to do
