Can we sue employer for not paying salary and not issuing payslips

1. My Employer is Private IT company - 1 year old from Hyderabad, Telangana 2. I resigned this month on 08-Aug and started my notice period. 3. But He didn't credit my July month's salary for which due date was 10-Aug stating that you've resigned so I'll not pay you anything. Also he refused to give relieving and experience letter. 4. After hours of discussion, he didn't agree to pay me even half of my salary and said "Do whatever you can do". 5. So, I stopped going to office from 13-Aug as didn't see an outcome from him. 6. My employer never issues Payslips and haven't provided me Form-16 yet for this financial year. 7. Can I sue him? I've chats from him where he has said, "I know what I'm doing is illegal but I have money to make it legal"

Non payment of salaries during notice period is illegal.
If the total dues from your employer is greater than 1 lakh, you can file as an operational creditor at National Company Law Tribunal, Hyderabad
If your total dues from your employer is lesser than 1 lakh, you can file a civil suit in court.
You can also complain to the labour department on non payment of salaries.
