Without filing writ before Hon'ble Allahabad High Court you cannot file any writ before Hon'ble Supreme Court. First of all you have to come before Hon'ble Allahabad High Court by raising your grievance. Then the cause of action arisen.

Definitely, but approach the High Court instead of directly approaching the Supreme Court. If meritorious candidates were available, then they ought have made selections from amongst them instead of letting the seats go vacant. File a writ petition against UPPSC in the Allahabad High Court.
