I am a PSB employee. My request transfer application (on compassionate ground) was approved by HR depart for kanpur city but when I reached to kanpur regional office for further posting in branch, they refused to post me in kanpur city and issued a transfer order for unnao district (without transfer allowance considering it as req. Transf) against my on record request transfer approval for kanpur city.
