Can company take legal action for pursuing education while in job

Can i apply through proper channel or not when do not obtained noc from deptt for degree.( i am govt servant in autonums body under up govt from 10yrs. I have compleleted my degree without NOC from department in distance education mode later when i pursue it to add myservice book then department inform me with order for don't give any benifit in future to this degree. And now fresh recuitement advertise in my deptt. If i apply through proper channel in department may be take any type heavy legal action angainst me that will be very rise for my service?

Pl.go through your appointment letter.understand the terms condition ,/rules & regulations of your service .to follow all is madatory.if your appointment letter does not permit any extra curricular activities then u should avoid this.u should first take permission from your department first in this direction otherwise u may loose your job.or may not get any benefit from your higher acquired qualifications.
