Am I eligible for pension benefits of EPS 1995

As per sec. 10(2), two years weightage is applicable to a pensioner where he attain 58 years age of superannuation and has rendered 20 years pensionable service. I fulfill both requirements. I had completed 58 years as on 31-07-2009. But I have not been given this benefit on the plea that I had completed 58 years after 24-07-2009, the date of an amendment in sec. 10(2) by removing word "or" from "and/or" of two requirements. Now, please tell me whether I am illegible for two years weightage benefit in my pension of EPS' 1995 ?
Hi ad per the your query I would like to say that if it's after amendment then technically you are not eligible of the benefits but it's not the end, from your query i am not able to get section 10(2) which you referring is of which act please clarify the act then you will have better opinion.
