Whether central govt salaried person can start his own business.

I am central govt salaried employee . Is it possible that I start a bussiness while I am continuing my job. And also a family pensioner can start a bussiness while she taking pension from state Govt.
As per Central Civil Services (Conduct) Rules 1964, Government Servant can't occupy, participate in part-time job or any other business without previous sanction of the government.
After relinquishing or retiring from government service whether under union or state, the person can engage in a private job including his own business.
