Semi-government employee wants to start business is it legal

What punishments can a semi-government employee get if he earns from some other source like business? I am a semi government employee. I have left going to the job since around two and half years (I haven't resigned though due to some reasons). I am not at all interested in going back again to that job. Now I want to start a business. SO, JUST WANTED TO KNOW IS IT ILLEGAL TO DO BUSINESS WHERE ALL THE PAPERWORK WILL BE DONE UNDER MY NAME? CAN THERE BE ANY KIND OF POLICE INTERFERENCE BY ANY MEANS?

Legally, a government employee is not allowed to do any business in India. However, that doesn't stop them from doing one. They can start a business on their spouse name, or children's name and supervise the business. I know many people who do that. Just the business will be on the name of others legally, but the entire business will be run on their own credibility.
