What is your age and marriage status. If u r unmarried, you can file case for maintenance from your father. U have remedy u/s 125 Cr.P.C. as well as maintenance u/s 19 of Hinu adoption and maintenance Act.

You should file petition to seek maintenance from your father. As you told that your father is in government service so whatever salary he is getting you are intitle up-to extent of 30%.

The law is different for minor children and different for Major children. You are facing lot of difficulty due to second marriage of your father. Marriage of your father does not allow him to neglect you. There are number of steps to claim maintenance for you, which can be taken after seeing all the relevant documents and discussions.

certainly you can claim for maintenance from your father, if you are still unmarried and besides this you can even claim share in the ancestral property of your family. Your father is legally bound to maintain you till your marriage take place.

In the given situation, your mother can file a case for divorce in the jurisdictional family court under section 13 of Hindu Marriage Act, also, your mother can lodge a FIR in the nearest police station under section 498A of the Indian Penal Code, 1860. if you are major you can get property transferred in your name by filing a case against your father and explaining the whole situation to the court . the bad alcoholic habits makes him unfit to take care of his property and dispose off his family responsibilities.
