if you do not wish to marry just tell your parents that you can't marry. no one can force you into a marriage. and if you are against dowry you can file a police complaint and tell them this is happening. once you get married there's no going back but file for annulment or divorce.

Any thing given by its own wish or will does not tantamount to dowry. Dowry as per law is the unlawful demand made by the in-laws. However as per your case it is not dowry. In the given scenario, your father in law has given the gifts according to his own free will and the said gifts does not amount to dowry. If your father would have demanded the same from your father in law then in that case it would have tantamount to dowry and if you feel that your father forced your father in law then you can always file a police complaint against the said act.
