can I approach NHRC simultaneously when case is pending in SC.

I have chargesheeted by VAC n I challenged to quash it in HC Madras. HC disposed to meet in spl court n extend concession that I need not appear for every hearing. Complainant is a contractor n I'm his employer. He has a practice of submitting fake CT office certificates n evaded VAT 45 lakhs. This I proved in same HC in a separate W. P. Lately VAC understood that the complainant was default. But they didn't get back n they stand in their case n changed n produced all official docs. against me while preparing CS with the help of my dept officials. I have thorough RTI docs. against the contractor complainant. Can I complaint now to NHRC on colluded officials n VAC reg destruction of original records n creation of duplicate records? 2) simultaneously can I appeal HC order at SC? Kindly advise. Tq
