What to do when notification for selection of candidates is not obeyed

On 06.10.2015 Clw published a notification for inter stage JE for 13 seats, out of which 11 were unreserved and 2 were for SC candidates, there was no seat for ST candidates but the selection committee allowed many ST candidates to appear in the exam under RBE No. 126/2010 but on dt 30.09.2016 railway board passed an order RBE No.117/2016 according to which no reserved candidates will be adjusted in UR quota thus the candidature of ST candidates got invalid but still the selection committee allowed the ST candidates to appear in the exam which was held after seven months of RBE/117 on 12.5.17. Is this lawful?
Under extant provision, any candidate of reserved category may offer his candidature against vacancy meant for general category but such candidate can not claim any sort of relaxation admissible for reserved category of candidates.Moreover, in the recruitment rules for reserve category of candidates shall not be applied including entry in the roster.You may check the position from your recruitment section.Should there any anomali is found, contact lawRato for further instructions.
