Road accident compensation amount (MVOP case)

Road accident(MVOP) judgement was done and half of the compensation is paid to dependents and another half of the compensation amount is fixed deposited in bank for 2 years by the court.
now 2 years maturity is completed and my lawyer is not responding to file the petition in court for remaining half compensation amount which is fixed deposited in bank as per the court judgement. Can we change the lawyer now and file the petition in court for remaining compensation amount which is fixed deposited in bank.
