Apartment owners association- who would settle disputes?

If an office bearer refuses to hand over records and items for common area maintenance in a buiding, in spite of the majority resolving to dissolve the old body and electing a new, which is the appropriate government authority for seeking justice? Can a bank manager freeze the account in case a dispute among residents is observed unilaterally ?

Managing committee can file application for No Confidence Motion against the said office bearer. The requisites of sending notice etc as prescribed under cooperative societies Act has to be fulfilled before obtaining NCM Order from Assistant Registrar. The relevant authority for applying for NCM against office bearer is the Deputy/Assistant Registrar or Co-operative Societies.
