lent money to a friend 2 years ago, now he is not returning it back

One government officer taken 4(four) lakh rupees from me two year ago but till now he is not return my money. I did not taken any received from him when I give the money. But in Whatsaap he several time written that he will return money very soon. Now my questions is that how can i get my money as soon?
If you could gather the relevant evidence regarding the regarding the transaction four years ago. After that you can send him a legal notice demanding the repayment of the debt and if the person still denies to comply to the same then you can file a recovery suit in the Civil court demanding the repayment of the same along with the compensation.
