How to undertake underground rock blasting for borewell ?

Sir My parents aged 70 and 65 respectively are alone in kottayam Kerala. When they tried to deepen their well by blasting rocks a neighbor who is a retired police officer came protesting. His house is almost 50 meters away from the site. Then they tried to do the same with some chemical used for cracking the rocks. That man didn't allow for that also. What should they do? From where can they get permission.
Please take the following permission from the following authorities.
1. Permission from the Ground Water Authority to dig a well/ Permission from Panchayat as per Rule 91 (1)(2) of Kerala Panchayat Buildings Rules, 2011.
2. Please obtain permission from Controller of Explosive/ authorities to use explosive substance for blasting the rocks.
In case, after getting these permission, if he again obstructing, we can file police protection petition before the high court.

They had to get the permission from Mining and Geology department. The required application needs to be submitted and after site inspection and based on the prevalent laws they will grant or refuse your application.

Hope they took permission from Panchayath/Municipal authoritites. If the protests or obstruction is again continuing, you may move to court for a mandatory injunction restraining him from causing obstruction.
