Completed course in 2006 but still havent received the degree

I complete my interior design bsc course in 2006 but till date i have not gotten my degree even a single marksheet. In the 1st semester all the students walked out one day examination as the university person told us but after that they failed all the students after some discussion i gave exam second time for those and now they are telling its ugc pollicy after ten years they cant give my degree but i gave second time exam in between this ten years and its not completed ten years please suggest me what should I do can i get my degree by legel help
you will have to file a writ petition before the high court making the university, University Grants Commission and the Ministry of Education a party seeking issuance of degree. Collect all the communication, marksheets, admit cards, any course material or brochure provided by the university to be attached along with such petition.
