Complaint against fraud professor in Central Government Institute.

A HOD of a Department in Central Government Institute was Recruited in a fraud way.He has No Required Degree of that post According to the Rule of that Institute.And he is currently in Position.What are the IPCs can be applied Against that person ? Is A Fir can be lodged against that person ( Not RTI ) ?..Can i file a Zero Fir against that person because He can influence fir in the police station of the Area where Institute lies..The institute is a Medical College.. please opine apart from filing RTI.

First of all F.IR. is required to be lodged at the police station where the offence is committed,if you lodge a Zero F.I.R the situation will still not change due to the fact that the F.I.R will be transferred to jurisdictional police station where the offence is committed.You can charge your professor with forgery,criminal intimidation,cheating etc.
