No progress in Judicial Magistrate FirstClass court

Dear Sir / Madam,
There is no movement in my case that is filed in JMFC court in 2 years now, there is no verdict as well, can I appeal in CJM or Session court to expedite. Also do I have to change my current lawyer, if yes or no and what is the process if he refuses for NOC.

A lawyer must never refuse to provide you the NOC. It is ultimately the client's decision to get the lawyer of his choice.
You may file application to HC for expediting the case, but there shoud be extraordinary circumstances in your case for expediting the case. It cannot be allowed as a matter of convenience.
