Please take note of following -
1. You are required to comply with the corporate laws of India,
2. Whatever business you will do in terms of finance over that you are required to comply with the tax laws of India,
3. Since yours will be a food ordering app so you need to comply with the IT laws of India,
4. If you are cooking food inside your den and then delivering it via app then you need to have FSSAI license as well or if you are only aggregating the food outlets of your city, state etc then your listed outlet must have all the required license of food outlets.
5. It is also required for you to comply with the RBI norms for the payment gateways and other finance related Internet based transactions such as having an in built wallet over your app.

It depends on the nature and structure of your business model. It would include several aspects ranging from deciding upon the nature of your business owning entity, development of the app, services to be rendered etc. Do share more details of your idea in order to be advised appropriately.

Most importantly is data & privacy rights , so your website policies and internal mechanism need to be check if they are with regards with SDPI 2010 rules and then your vendor Health and hygienic process. Next is payment gateways as they for critical and sensitive data and fall under Information technology act 2000 . Which form your criminal and civil liability . SDPI And iT act 200 that's you are required to work primarily and followed by others, many as such

App is a business and in your case when you are engaging with food ordering business you need to establish a corporate entity that is a company. Get a trademark. Open a Bank Account. Get PAN, service tax number.
Then you will have to get yourself registered with FSSAI and for starters you are good to go.
