Individual seller cheated me in buying the property and is absconding

the seller has tried to sell the property in fraud paper. at the time of sale deed registration he caught by the official and left the place. i lost around 2.5lakh in terms of stamp paper & etc. now what should be the my course of action
file a written complaint against that individual under section 420/ 406/467/468/471 ipc in the concerned police station stating the facts . if your complaint is unheard, file a complaint under 200 crpc and application under 156(3).
