How to recover money from builder

Sir, We had booked a flat in Bangalore 3 years ago .We found some loopholes in the documents and we cancelled it immediately, but by that time we had already given 5 lacs amount to him. Upon the cancellation he returned only 1,50,000 and still 3,50,000 is pending with him.It is a hard earned money and almost equal to my one year salary. He gave two checks in the year 2015 and both get bounced.We still waited for another 6 months and finally decided to go consumer forum. We sent several notice to office address and he didn't appear to court. Finally after 16 months of hearing in consumer forum(where he didn't appear for hearing) issued arrest warrant against him. But he is not available in the office address . I don't know his residential address. My lawyer is suggesting to issue arrest warrant again. But what is the use if he is not present in the office address. Whether money can be recovered? if yes please guide me, if you know more better ideas to recover money.

Please search him and his address. Until otherwise it is not possible to proceed with the arrest. Now a days these kind of cheating become common. Please make inquiry in nearby police station that any criminal case is pending in his name. Even you can search in court web site by giving party name. If yes, he will defiantly come to that court . Please trace.

Trace his address first get the proclamation order from court. Ask his friends relatives etc whether his office rented one or his own, if it is rented means check with the owner how they are collecting rent and catch him through that. You would have filed cheque bouncing case within a limitation period that you have not done. File one police compliant also for cheating before jurisdictional police station. There are many way.
