Consumer Case or a Suit for damages can be filed.
However, it would depend on the pecuniary jurisdiction of the consumer court as to where the complaint would be filed.
Civil process may take time so consumer can is good option.
Please meet a lawyer with all documents so that you can be advised appropriately

It appears that it's a case of sheer negligence which resulted in damage to the car. So the sufferers should file claims for damages. Depending upon the nature of transactions either civil suit or consumer complaints can be filed. However, the details opinion can be formed only after going through the entire facts of the matter. I can help you with the same.
In this case you cannot expect any immediate reliefs.
If the papers have been forged then a criminal case can also be lodged.
Criminal case can anyday create more pressure on the opposite party than going for a consumer case.
Both ways i can assist you with the same.
