Shopkeeper creating air pollution where to complaint about it

One of the shopkeepers in our market uses petrol or hazardous material to clean / wipe of rust from old engine or gear parts. The air quality in the surrounding gets contaminated to the extent that it makes the breathing difficult and causes nausea. We have asked him several times to stop this nuisance but in vain. Please advice what action can i take to curb it.
You can go to green tribunal and make a complaint.You can also go ahead and inform the SDM of your zone make a formal complaint and get injunction granted against him so that no further pollution is being caused.This unauthorized illegal act comes under Air pollution prevention Act.Therefore you have all the remedies.
