Please tell me if I belong to NCL OBC or not

I have applied for a Govt PSU job vide OBC category. My father is a retired Indian Airforce personnel (PBOR) and is currently a Group 'C' employee in central govt. This year, his total income is >6lacs but till last year it was <6lacs. I have to appear for interview with latest NCL certificate but my application for the same was turned down on the basis of ITR of my father but the order of DoPT states that the Govt employees are to be counted in NCL on the basis of the Class of their service (A,B,C,D). Please tell me if I belong to NCL now also or not and the order no. which I can quote.

IF Your Father or Mother is working in Government as a class 2 employee or above, then you belong to OBC Creamy layer.
If your parents earn more than 6 lakh you fall under OBC Creamy layer.
Please don’t forget that your salary is not considered for layering.
P.s. The documents for Creamy Layer or Non-Creamy Layer, uploaded earlier were not found in National Commission for Backward Classes website. Recently a new pdf was available for clarification regarding Creamy Layer or Non-Creamy Layer amongst OBC.
