Pending payment since past 7 years what action can i take?

Sir my payment of contract works done under NH Division PWD GHAZIABAD is pending since past 7 years as they are not having funds as they got funds they will pay me. What I will do through court so that problem is resolved soon. Can I go to high court or any other fast track. Kindly advice me
