Prizes won in contests/lottery etc can only by claimed against the sponsor and e-bay by initiating a civil suit.
So you need to first send legal notice to the sponsor and e-bay of non receipt of award/prize and then in case of no response, you should file a civil suit in the court nearest to your jurisdiction.

Yes, you can send them legal notice demanding to deliver the product within stipulated period or to face the consequences in the court of law. Moreover, if there is any deceptive intention behind the contest then you can file a cheating complaint with the law enforcement agencies as well in the local jurisdiction. Good Luck.

you can file cases under 419 and or else you can approach consumer forum for justice so please take appropriate steps giving the mandatory notice with stipulated time period of 15 days. so the please see the limitation period also
