No access to road due to construction of buildings - what can be done

I am staying in a rural area. I have bought a land of 1000 sqft 15 years back, now after 15 years there are buildings surrounding us, we don't have access to road facility, i have also complained our local body but of no use. Local body says your name is not there in 7/12 extract and since the land is private we cannot help you as we don't have any rights to intervene. But since I was unaware about 7/12 extract when buying a land, but what surprises me since i am paying land tax, i have electricity connection and still i don't have access to road facility. Please give me solution, what should i do or to whom should i go as i am blocked by everywhere and local body is showing no interest in helping us ?
First of all these things are required to be answered then only i can guide you ahead:-
1. How did you become the owner of the land(normally a person acquires the property by a registered conveyance, if it being bought/purchased from a stranger; You can also become an owner by transmission/inheritance/family settlement)?
2. In case you have acquired the title of ownership in any of the manner as mentioned above, does your name appear in Index II, 7/12 Extract?
3. Whether the land acquired by you at the time of its acquisition was land locked or you had free access to the said land?
4. If you had free access to the land what was time period/duration of the said access ?
Please answer the above so that i can advised you further
