My legal rights when traffic police officer refuses to give the bill

Sir, Last week I was travelling in my bike,Suddenly a Traffic Police Officer caught me of not wearing protective head gear and asked me to pay a fine of Rs.100.I have paid the amount and when I insisted him to provide me the bill,he refused to do so.May i know what I should have done in that Situation and what can I do against the officer and also what are all my rights in that situation?

You were not required to pay on spot fine however,
As per Sec.206 (2) of M.V.Act, 1988, if you decide not to pay spot fine, you will be issued a challan with instructions to appear in the court on the date given by the enforcement officer. However, to make your presence ensure in the court of law, your DL in original will be kept in Police custody under acknowledgement and shall be sent along with the challan to the court taking cognizance.
Now as he denied to provide you with the receipt for the fine you can note down his buckle number/name, which shall be mentioned on the plate of his shirt. If he does not have one, you may demand his identity card. If he fails to provide his identity card, don’t give him your documents.
You can approach the traffic police with a specific complaint indicating all the particulars about the incident; this must include details about the concerned police officer. It is desirable to send this complaint by registered post.

YOU have got every right to prefer a complaint to the COP ( BY POST EVEN) Requesting the Commissioner to take apprpriate actin and requesting him to communicate the same to you.
OR
You can also mail your complaint to the DIRECTORATE OF VIGILANCE AND ANTI CORRUPTIN IF IN Chennai at Greenways road address.
OR

You can file a complaint petition to the JM Court for indended relief.

If the traffic police refuse to give fine bill to you and then you may lodge complaint against him before higher police officer or cal police control through 100 and lodge against him.you may contact assistant commissioner of police traffic for further progress in this regard
