can ST caste person resell property to general caste person

Hi, if a scheduled tribe caste person purchases a general caste person's plot in a township have TNCP and diversion, can he resell it to any other general caste person or is he (ST) bound to resell it to only ST caste, kindly update this in context of MP and CG state
In mp cg there is a rule that if any genral category person want to purchase the property which belongs to ST he have to take permission from collector .without permission no general cast can buy property

Yes but with the permission of the collector of the district where the land is situates but it specifically for the some areas of state of mp n chhattisgarh not for all parts of state as per guidlines of govt.
