Who will be responsible for delaying in the possession of flat

Dear Sir,
7 to 8 months after signing BBA, builder has changed payment plan and raised a new demand letter with different payment plan and forced me to pay as per new payment plan, but till then I had paid full payment (Except the amount to be paid at the time of possession) as per the payment plan mentioned in BBA and Welcome Letter.
Builder has imposed interest on the basis of wrong demand letter and refused to hand over possession without paying interest.
Builder has got OC, now who will be responsible for delaying in the possession?
