can rera entertain any complaint after part oc

can a complainant file a complain in rera registered project after the builder gets the part oc.
In this case the builder has got the part oc of the building.
now if any complainant wants to file a complain against the builder for a flat for which builder has received the oc, can the complainant file the complain.
the question is asked by a builder.
Dear Querist, if (i) builder has got part occupation certificate but completion certificate is not obtained (ii) the project is registered under RERA & (iii) there is admitted delay in date of possession. Still an allottee/flat purchaser can file a complaint for interest and compensation.
