Refund of land registration fees/stamp duty

I have purchased a plot of land for around 1 crore and paid the required registration fees/stamp duty.
But due to a medical emergency we have decided not to purchase the plot of land,
What is the registration cancellation procedure and how much fine/penalty that needs to be paid in order to settle the matter
P.S. the Seller is ready to comply hence no problem from his end
it is a online process but long process. you have to apply online in state government registration website. after doing that you have to deposit the papers to local registration office. after a long time you will be called for deposit the cancel cheque. and finally you will get refund to your account.
