Can 99 yrs govt leased property be sold .agreement contains clause that it cannot be sub leased. What is procedure to sell it.

Govt 99 years leased property has a clear and marketable title, meaning, it can be sold but sub-division of property in some cases is not allowed and if it is done then it can be regularised by paying charges. In some cases where the land has been leased for 99 years but on concessional basis then It can’t be sold before completion of 10 years of allotment.
