Can father sell the mother's property after her death?
Yes if the children are minor and if there is some legal necessities father can sale .but as per hindu law the nontestamentary property which belongs to mother generally devolves to her children .

No because after her death her children along with her husband will be the absolute owner of her property. Your father can sell his share only and he can sell his share after partition of the property in question.
