You must be having a khulanama notarized in Urdu. If yes then you will have to translate it with a person having expertise in Urdu and English languages who will give an affidavit mentioning he is well verse with both the languages and that he has translated it from Urdu to English.

delete the spouse's name from the passport, one must either visit the website of Passport Seva or one of their centers to procure Form 002 or ‘miscellaneous services’ form and fill it up. Those downloading the form from the website must select the option titled, ‘Reissue of Passport'. The concerned passport office will surely accept Original Khulanama or Certified Copy of it as an evidence to delete your Wife's name for passport, while you going to apply for Passport Renewal. However, translated notarized copy of Khulanama too will required to be uploaded with the Original or Certified Copy of Original Khulanama with the above mentioned form to remove spouse name on Renewed Passport.

First of all it is not within the ambit of wakf board to grant marriage certificate or talaqnama etc. The respective certificates may be valid for general use but not for the official use or in governmental offices. You can try giving the translated copy of your Khulanama if gets approved for changes in your passport then well and good. Otherwise contact me for discussion.
