Tenency Transfer in Pagdi system

My father expired more than 1 year ago, my mother is living in the house all alone. My mother is the tenant in the house which is of the Pagdi system. I am the daughter and married and I live seperately. My question is since my father has expired without making any Will, can this tenant house get transferred in my and my sisters name as both of us are married.
Well, in order to get this Tenancy Flat transferred, it will be great, during the living of your mother, you start getting the tenancy receipts on your name. Pay your Mother's monthly rent on each month, then for 100 percent sure, you will get this tenanted property to live as Tenants.
