Landlord not ready to take care of maintenance work for tenants

Hi, Occupied premises as a tenant in Bangalore with my family on a job change. After taking over the premises, I found so many problems with the premises like motor not working (very old), Doors are not well maintained, roof leakages etc. I got an update from the Owner like he will be fixing the same may be after some time. Its been one month over and I didn't get any response back. Now, most important of all is water to the premises. I just again checked with him, to clear off the motor issue which is not pulling water. The owner is replying like when I gave you one month before it was working and now it stopped functioning. But I have alerted him to this problem when I came to stay. I have been telling him so many times, I will fix the issue and we can deduct that amount from rent. Now, he is commanding me to fix issues on my own and he will not fix that for us. Please let me know if this valid with respect to an owner and tenant. Thanks.

It is the responsible of landlord to provide all amnities to rental premises with the cost of landlord. He cannot command the tenant for having water pump from his cost. If he will not provide the water to premises, tenant can recover the provet buying water cost from the kandlord. The landlord cannot desert his tenant against to common law or law of nature. If his harrasment go head against tenant law he can be punished both in criminal and civil law with recovery of damages.
