Violation of fundamental right promotion not given how to appeal in SC

I'm 18+. My mother filed case to central govt for getting promotion but they are not granting or taking it seriously.can she file case directly to SC under article 32 and can she or me do the advocacy part as there comes no response from other lawyers. She is undergoing treatment of cancer .her retirement is next year. I wante her to get justice. How to proceed?

Currently where is the case pending? Need not to go directly to supreme court. You can file it in high court and and contest the case as fast as possible and get justice delivered and as next year is retirement make the move in a hurry.

Facts posted are incomplete and confused. Any how, getting promotion is not a fundamental right, but it is certainly a fundamental right to be considered for promotion. The obvious remedy is in approaching the Central Administrative Tribunal, that too, after exhausting administrative remedies.
