Suspension for 15 months without chargesheet and subsistence allowance

It's been 15 months since an employee of a PSU bank is suspended from the services pending an enquiry. No notice of review or extension of suspension is issued. No show-cause notice or charge sheet is issued. No subsistence allowance is being paid and even the arrear payments pertaining to a previous wage revision are not paid. No response to any of the requests for release of subsistence allowance and revocation of suspension.
