Offered salary package not provided what can be done

I joined as senior resident in medical college. And verbally offered a salary of 1.4 lakhs pm by HR department. They didn't gave me appointment letter on the day of joining and handed over me only joining report. When I persuaded for appointment letter, they finally showed me after 22 days. And they have written the amount 1.2 lakhs pm. On objection they denied to rectify the salary amount. Upon which I discontinued the services from next day and told them to rectify. But instead they terminated my job citing the HR rules. Now they have processed the TDS for the same month for 22 days. What should I do or take next legal step. Should I complain in labour department or issue a legal notice.
