Juniors are getting promoted but the department is not promoting him

as per dopt om if junior is being considered for promotion and senior is completing his probation period successfully, he should also be considered for promotion but in my department the same is not being followed. so in this situation what should i do?
Normally the Government of India O.Ms is applicable to all the Government of India Departments. If you are sure about the rule position of your department and if you establish that the rule are the O.M relating to promotion is violated then you can file a case before the Central Administrative Tribunal for your relief.
