File a case in CAT against my superiors not against institute

My superiors are not alloting work me as per guidelines of govt of India and they are following own instructions guidelines now if I will not follow order they will mark abscent hence in institution act clearly mentioned that final guidelines are govt of India guidelines
Hi sir first of all we need to see the guidelines and all what did they say ehh they ur senior not allow to work and all what did the instructions and all u can file a case against them in Cat that u have been wrong involved and all u must be allowed to work in the company and all
