Employer not providing pending after resignation from the hospital

I was working with a hospital . I did not signed appointment letter so don't know about notice period but I gave 15 days notice and resigned .My business head told me that don't come from tomorrow. I received NOC from him and back to home. I approached HR and concern person through mail and telephonic conversation to get my pending salary After 2 year I did not received my last month salary till now what should I do.

For unpaid salary, approach the Labour Commissioner who will help re-concile this matter with the hospital. If no solution is reached, the Commissioner will hand over the matter to the Court, whereby you can make an application to the Labour Court under Section 33 (C) of the Industrial Dispute Act, 1947.
